As crime soared and public services collapsed, a group of unions handed out a grim little pamphlet at airports and bus stations to warn incoming tourists: “Welcome to Fear City.”The black-and-white booklet, stamped with a menacing skull, became both a protest tactic and a cultural artifact of a city at its lowest point.
